Re-VAMPing the Framework

Visa’s Acquirer Monitoring Program (VAMP) became effective on April 1, 2025. Visa retired its existing fraud and dispute monitoring programs by merging them into a single, streamlined framework called the Visa Acquirer Monitoring Program (VAMP). This program replaces the Visa Dispute Monitoring Program (VDMP) and Visa Fraud Monitoring Program (VFMP) to enhance risk assessment and compliance for Acquirers and Merchants.

The migration will have a significant impact for acquiring banks and payment service providers. Specifically, VAMP shifts the compliance focus from “outlier management” of individual merchants to what Visa calls a “lifecycle risk management approach”, bringing acquirers and other PSPs into the scope of accountability for fraud and disputes.

Calculating VAMP

The program introduces a combined metric that calculates monthly fraud and dispute levels together against overall transaction volume, at the acquirer level. Specifically, the VAMP ratio is determined by adding the total monthly TC40 fraud notices with TC15 non-fraud disputes generated by an acquirer’s merchant portfolio and dividing by its monthly transaction volume.

Revised Ratio Thresholds

Effective April 1, 2025 (Initial Phase):

– No specific Acquirer threshold; merchants exceeding 5% VAMP Ratio flagged.

Effective January 1, 2026 (Updated Standards Enforcement):

Acceptable Range : VAMP Ratio < 0.3%

Above Standard : VAMP Ratio 3% – 0.5%

Excessive : VAMP Ratio ≥ 0.5%
